The Training Specialist supports organizational change management and implementation activities across multiple technology and business transformation projects, primarily focused on Health and Human Services (HHS) system implementations.

Working under the direction of the OCM Manager, the Training Specialist is responsible for assessing training needs; developing training plans, curricula, and role-based learning materials; coordinating training delivery; facilitating adult learning; and evaluating training effectiveness. The position works closely with business analysts, project managers, product and technical teams, subject matter experts, operational leaders, and client stakeholders to translate complex system, policy, regulatory, and business-process changes into practical learning experiences that prepare users for implementation and ongoing operations.

Key Responsibilities

  • Develop, maintain, and execute project-specific training plans aligned with the overall OCM strategy, project schedule, implementation milestones, and readiness activities.
  • Conduct training needs assessments to identify impacted audiences, job roles, learning objectives, knowledge gaps, delivery methods, course requirements, and training dependencies.
  • Develop role-based learning paths and curricula for audiences such as case managers, frontline workers, supervisors, customer service staff, administrators, providers, and other system users.
  • Apply adult learning and instructional design principles to develop effective learning experiences for adult learners with varying levels of system and program knowledge.
  • Develop course outlines, lesson plans, instructor/facilitator guides, participant guides, presentations, exercises, scenarios, system demonstrations, job aids, quick-reference guides, FAQs, videos, and online learning content.
  • Translate complex system functionality, business processes, policies, procedures, regulatory requirements, and operational changes into clear, user-focused instructional content.
  • Collaborate with subject matter experts, business analysts, product teams, technical resources, and operational stakeholders to validate training content for accuracy.
  • Conduct instructor-led, virtual instructor-led, system demonstration, and train-the-trainer sessions for adult learners.
  • Coordinate training schedules, training environments, instructors, SMEs, learner communications, materials, registration, attendance, and other training logistics.
  • Support training administration through Learning Management Systems (LMS) and instructional design/e-learning tools, as applicable.
  • Track course participation, completion, assessments, learner feedback, and readiness indicators.
  • Evaluate training effectiveness and identify opportunities for reinforcement, refresher training, additional job aids, or improvements to course content.
  • Support system testing, implementation readiness, pilot activities, phased deployments, go-live, stabilization, and transition to ongoing operations from a training perspective.
  • Provide post-training and post-go-live support through office hours, refresher sessions, updated job aids, FAQs, and supplemental learning materials.
  • Maintain training materials as system functionality, business processes, policies, regulations, and procedures change.
  • Maintain appropriate version control, review, and approval processes for training materials.
  • Coordinate training activities across multiple concurrent projects while managing deadlines, dependencies, reviews, and deliverables.
  • Provide training status, risks, issues, dependencies, and readiness updates to the OCM Manager and project leadership.
  • Identify training risks or readiness gaps and recommend actions to address them.
  • Support knowledge transfer and transition of training materials to operational owners for long-term maintenance.

Required Skills:

  • Demonstrated experience conducting or administering adult training programs.
  • Demonstrated knowledge of adult education, adult learning principles, curriculum development, instructional design, and subject-matter training.
  • Experience developing and executing training plans for technology, business-process, or organizational change initiatives.
  • Experience developing role-based curricula and training materials for complex systems or operational environments.
  • Experience facilitating instructor-led, virtual, or blended learning for adult audiences.
  • Strong presentation, facilitation, written communication, and interpersonal skills.
  • Ability to translate technical, regulatory, operational, and policy information into clear training content.
  • Experience working collaboratively with SMEs, business analysts, technology teams, project managers, and operational stakeholders.
  • Ability to manage multiple training deliverables, deadlines, reviews, and dependencies concurrently.

Preferred Qualifications

  • Experience supporting Health and Human Services system implementations, including childcare, eligibility, benefits, case management, provider management, health services, or related public-sector programs.
  • Experience supporting state, local, or federal technology modernization initiatives.
  • Proficiency with Learning Management Systems (LMS) and instructional design/e-learning software.
  • Experience with instructor-led training, virtual learning, self-paced learning, and train-the-trainer approaches.
  • Experience supporting implementation readiness, go-live, stabilization, and knowledge transfer.
  • Proficiency with Microsoft 365, Teams, SharePoint, PowerPoint, Excel, and similar training or collaboration technologies.
