This is a newly created leadership role offering the opportunity to establish and build out a team, develop processes and procedures, and oversee leasing, regulatory compliance, and program administration. The ideal candidate will bring extensive hands-on experience with both LIHTC and ESSHI, a proven track record of managing teams, and the ability to develop staff, streamline operations, and ensure compliance with applicable regulatory requirements.

What You’ll Do:

Affordable Housing Compliance & Leasing

  • Manage annual and interim recertifications for affordable housing residents, ensuring all required documentation is collected, reviewed, and processed accurately and on time.
  • Ensure ongoing compliance with LIHTC, Section 8, and other applicable affordable housing programs and regulatory requirements.
  • Review resident files, income and asset documentation, household compositions, and eligibility determinations for accuracy and compliance.
  • Coordinate lease renewals and prepare lease-related documentation, amendments, and supporting paperwork.
  • Oversee compliance-related aspects of move-ins, move-outs, resident transfers, and changes in household circumstances.
  • Maintain waiting lists and assist with applicant screening, income qualification, and eligibility reviews.
  • Monitor compliance deadlines, reporting requirements, and recertification schedules to ensure timely completion and submission of all required documentation.
  • Maintain complete, organized, and audit-ready resident files in preparation for regulatory inspections, audits, and agency reviews.
  • Communicate with residents regarding recertifications, lease renewals, documentation requests, and program requirements.
  • Assist with regulatory reporting, agency inquiries, and the resolution of compliance-related issues.
  • Maintain accurate resident and compliance records within Yardi or other property management software.

Training, Procedures & Compliance Oversight

  • Serve as the primary compliance resource for property managers, leasing personnel, and other internal staff, providing guidance on affordable housing regulations, eligibility requirements, documentation standards, and compliance protocols.
  • Develop and deliver training to property managers and relevant staff on recertification procedures, file maintenance, regulatory updates, audit preparation, and internal compliance policies.
  • Create, document, and continuously improve standard operating procedures (SOPs) for the compliance department and broader organization, establishing consistent processes and best practices across the portfolio.
  • Evaluate existing compliance workflows, identify gaps or inefficiencies, and implement improvements to strengthen accuracy, accountability, and operational consistency.
  • Establish standardized checklists, tracking systems, and internal controls to monitor deadlines, reduce errors, and ensure adherence to regulatory requirements.
  • Partner with property management and leasing teams to address compliance challenges, resolve documentation deficiencies, and reinforce consistent execution of established procedures.
  • Monitor changes in affordable housing regulations and program guidelines, communicating relevant updates to internal stakeholders and ensuring processes remain current.
  • Help build out the company's compliance function as it grows, including developing departmental infrastructure, defining workflows and responsibilities, and establishing the foundation for a future dedicated compliance team.
  • Assist with identifying future staffing needs and creating scalable processes that will support the continued growth of the portfolio.

Who You Are:

  • 8+ years of experience in affordable housing compliance, leasing, or property management, with direct exposure to regulated multifamily housing.
  • Strong working knowledge of LIHTC (Low-Income Housing Tax Credit), Section 8, and other affordable housing programs and their compliance requirements.
  • Hands-on experience managing annual and interim recertifications, lease renewals, resident eligibility reviews, and compliance documentation.
  • Understanding of affordable housing regulations, regulatory reporting, file audits, and agency review processes.
  • Experience developing or improving internal procedures, compliance workflows, or standard operating procedures is highly desirable.
  • Prior experience training, mentoring, or providing compliance guidance to property managers, leasing teams, or other staff is a plus.

  • Self-motivated and comfortable taking ownership of a newly created role, establishing processes, and helping develop a growing department.
  • LIHTC certification (such as HCCP or equivalent) is a plus.
