About the Role
Royal Concrete’s Precast Division operates three manufacturing plants Pipe, Precast and Box Culverts. We’re hiring an engineering-minded Operations Manager to lead operational performance across the division: finding efficiencies in labor and materials, coordinating production with project demand, and guiding our equipment investments.
You will report to Owners and work directly with plant managers, sales, estimating, purchasing, and maintenance.
Key Responsibilities

- Study labor hours and overtime, and develop production schedules, staffing models, and standard work that reduce unnecessary overtime
- Reduce material usage and waste (concrete, rebar and wire mesh, aggregates, forms, and consumables) through measurement, standards, and corrective action
- Coordinate production planning with project schedules, sales commitments, and delivery logistics
- Lead CAPEX evaluation: assess machinery and automation options, build cost-benefit and ROI analyses, manage vendor selection, and oversee installation and startup
- Lead physical plant growth, expansion, inventory storage and space handling
- Build and track KPIs: output per labor hour, scrap and waste rate, downtime, on-time delivery, and cost per unit
- Partner with plant managers and supervisors on coaching, accountability, and continuous improvement projects
- Support a strong safety culture and compliance with OSHA and company standards
- Work with quality teams to ensure products meet ASTM, state DOT, and NPCA/ACPA requirements
Qualifications
- Bachelor’s degree in Industrial, Civil, Mechanical, or Manufacturing Engineering, or an MBA with an operations focus
- 7+ years in manufacturing operations or operational improvement, including leading multiple sites, production lines, or managers
- Experience in precast concrete, concrete pipe, or heavy industrial manufacturing preferred. Strong candidates from steel fabrication, building products, or other heavy industries are encouraged to apply.
- Proven track record reducing cost, waste, and overtime
- Experience evaluating and justifying capital equipment purchases, and managing installation and startup
- Knowledge of Lean, Six Sigma, or other continuous improvement methods
- Strong data and analytical skills (Excel required; ERP experience a plus)
- Experience launching or ramping up a new production line or facility is a plus
- Strong leadership and communication skills, able to work effectively with plant crews and senior management
- Bilingual English/Spanish strongly preferred
- Willingness to travel between plants
Work Authorization
Candidates must be authorized to work in the United States. Mexican and Canadian engineers eligible for TN status under USMCA are welcome to apply.
What We Offer
- Competitive salary
- Performance bonus tied to overtime reduction, waste reduction, and output per labor hour
- Health, dental, and vision insurance, [401(k)], and paid time off
